2017 — 2023

Inside the Commission

From 2017 to 2023, Charlie Magri served as a Legal Officer at the Secretariat to the Commission for the Control of INTERPOL's Files. Within the CCF, he handled, among other matters, requests for deletion of personal data from INTERPOL's files. His work involved a detailed examination of each request and the drafting and presentation of written materials to the Commission, which relied on these materials in its deliberations and decisions.

This experience provided unique insight into INTERPOL's internal procedures and the interpretation of its rules, forming the foundation of his expertise in challenging Red Notices and diffusions. His familiarity with the CCF's jurisprudence and working methods enables him to represent clients with precision and procedural accuracy before the Commission.

2024 — Today

Founding Otherside

In 2024, Charlie founded Otherside in Marseille, a boutique practice dedicated exclusively to INTERPOL and CCF matters. The firm represents individuals and companies before the CCF on Red Notice removal, data access, diffusion deletion, temporary blocking, and applications for revision.

Admitted to the Marseille Bar. Charlie Magri represents clients worldwide. INTERPOL law is all the firm does; every engagement gets the full depth of the practice, not a generalist's best guess. The firm operates under strict ethical commitments.

Of Counsel to Grossman, Young & Hammond.

In addition to his work at Otherside, Charlie Magri serves as Of Counsel to Grossman, Young & Hammond (GYH), a leading U.S. law firm based in Washington, D.C., internationally recognized for its expertise in immigration, international protection, and human rights law.

Through this collaboration, Charlie contributes his specialized knowledge of INTERPOL procedures and CCF practice, strengthening GYH's capacity to assist clients facing complex INTERPOL-related challenges. His insight into INTERPOL's framework and decision-making processes enhances the firm's ability to provide precise, strategic representation in cross-border cases.

Public Testimony

Invited to testify before the U.S. Helsinki Commission.

On 29 October 2024, Charlie Magri spoke at a public briefing of the U.S. Helsinki Commission (the Commission on Security and Cooperation in Europe), an independent U.S. government agency advancing human rights and the rule of law across the OSCE region. The briefing, "Countering Authoritarian Abuse of INTERPOL", examined how authoritarian states continue to exploit INTERPOL's channels to target dissidents, journalists, and political opponents abroad.

Drawing on his experience, Charlie assessed the impact of INTERPOL's recent reforms (the Notices & Diffusions Task Force, the Refugee Policy, and the expanded powers and statutory timeframes granted to the CCF) and proposed three priority reforms: stronger training and oversight of National Central Bureaus; more granular country-level transparency in INTERPOL's reporting on Red Notice and Diffusion requests, cancellations, and rejections; and additional resources for the CCF to keep pace with case volume and publish anonymised decisions with full legal reasoning.
